Restrict trading periods

Goodafternoon all, 

I just have a question regarding trading periods. I'm currently developing a robot with a RSI(14) for scalping EUR/USD on a 1m time base. As news time are generally quite volatile, I would like to integrate restricted time period. 

For instance, close every orders and allow no other orders between 2:30pm (GMT+1) and 3:00pm every monday (just a stupid example). 

Can somebody help ?
